- In March of 2020, the Iowa Land Banks Act (SF 2369 at the time) passed through the Local Government Committee. The floor manager was Mark Lofgren (R) District 46 (Davenport). Senator Pam Jochum (D) was a member of the Local Government Committee. - On January 21, 2021, Senate Study Bill 1079 was introduced and referred to the Local Government Committee. Here is the opening paragraph: S.F._____Section1.Section331.304, Code 2021, is amended by adding the following new subsection:2NEWSUBSECTION.13. A county shall not adopt or enforce an ordinance or regulation that prohibits an owner, lessor, sublessor, managing agent, or other person having the right to lease, sublease, or rent out a dwelling unit from refusing to lease or rent out the dwelling unit to a person because of the person’s use of a federal housing choice voucher issued by the United States department of housing and urban development. Such an ordinance or regulation adopted prior to the effective date of this Act is void and unenforceable and after the effective date of this Act. For purposes of this subsection, 12“dwelling unit” means the same as defined in section 562A.6. Sec.2.Section364.3, Code2021, is amended by adding the following new subsection: The next paragraph contains the same language but applies to cities. If this bill were to pass, the decision made recently by the City of Des Moines to prohibit landlords from refusing to rent to people with housing vouchers will be UNENFORCEABLE.
